Will the pepper grow in the fish tank?

My amateur radio friend in the United States of America told me that his friend is growing peppers by hydroponics and there are plenty of fruits. My problem here has been that peppers produce a lot of flowers, but no fruits at all. That is the situation while grown in garden pots at home. Earlier I did get fruits when they were grown on ground soil elsewhere. A tomato plant has been surviving in my fish tank for the past 10 days. Though it has grown fresh roots, it is yet to have fresh leaves. Some of the old leaves have wilted as well. I have been growing Money Plant in goldfish aquaria successfully for the past several weeks. They are developing fresh roots and shoots as well. I have just transferred this pepper which has started flowering, into the fish tank. Roots and part of the stem are submerged while the main shoot is above the water level. One problem in this location is poor lighting.

This is the tomato plant. You can see old roots and fresh roots below the water level. Hydrilla water plants and Money Plants can be seen as fully submerged in this tank. In other tanks, Money Plants are only partly submerged. In the goldfish aquaria, they have started growing outside the aquaria as well.
