How about giving some fertilizer to a fruitless orange plant?

This is the fertilizer brought from the nursery yesterday for vegetable plants. I forgot to ask if it can be used for orange plants. Contains bone meal, neem cake and leather meal. The soil at the foot of the orange plant was plowed away without breaking the big roots. Then I opened the packet and sprinkled fertilizer on the plant bed.
